摘要
残酷虐待、伤害动物问题已引起社会关注 ,动物福利的一般概念及其理念深入人心 ,国内外 (主要是发达国家 )针对动物福利问题已经有相当力度的政策和法律实践 ,我国应当高度重视动物福利问题 ,并应加强环境教育和法律保障 。
The problems that people maltreat and harm animals have aroused society's attention. The concept and theory about animals' welfare have been deeply rooted among the people. At home and abroad (esp. developed countries) there is a lot of practice in policy and law about the problems of animals' welfare, so China should attach great importance to these problems. Meanwhile, we should strengthen environment education and law guarantee so that human being and animals can live harmoniously.
