摘要
洪涝灾害已经成为了城市灾害中一种常见的综合性灾害。这种灾害给沿海城市汕头市带来了严重的破坏和巨大的经济损失。为了有效地抵御洪涝灾害并缓解由洪涝灾害带来破坏和影响,文章利用GIS技术构建了汕头市洪涝灾害分析、评估和决策综合系统。这篇文章将对该系统的构建过程进行详细的介绍,内容包括了防灾基础数据库的构建描述,综合系统三个子系统的模型构成分析以及对系统实现技术的叙述。该系统能够全面、有效地实现对城市洪涝灾害模拟、分析、评估和抗灾决策的目的。此外,该系统还被用于多发洪涝灾害的汕头市并取得了显著的防灾减灾效果。
Urban flood and waterlog disaster(UFWD) is a familiar comprehensive urban disaster.It brings serious destruction and enormous economic loses to the coastal city,Shantou city.In order to resist UFWD and father mitigate the damage and impact from UFWD,the author used GIS to build an integrated analysis,assessment and decision-making system of UFWD.In this paper,the process of building the integrated system is presented in detail,including the description of building disaster database,the analysis of the modeling of sub-systems and the narration of the technologies involved in realization of the integrated system.This integrated system can achieve the aim of simulation,analysis,assessment and decision-making of UFWD fully and effectively.Furthermore,this integrated system plays an importance role in the field of disaster resistance and mitigation engineering when it is used to the coastal city,Shantou city,in which the flood and waterlog disaster happened more frequently.
