山东省的农业支持与保护——基于现状和灰色关联度分析之上的对策建议

Agricultural Support and Protection in Shandong Province—— Countermeasure-suggestions Based on the Current Situation and the Gray Relational Grade Analysis

目前,山东省的农业支持与保护仍然处在负保护状态。根据山东省农业支持与保护政策灰色关联度分析,农林水气等事业费、农业综合开发支出、农业基本建设支出、财政价格外贴是影响山东省农业保护效果的主要因素。而影响财政收入的各因素比如税收又是决定农业保护和支持水平的关键因素。由此,今后山东省的农业支持与保护政策必须充分考虑上述因素。

Based on the investigation in Shandong province, it is argued that agricultural support and protection in Shandong province is still negative. According to the results of gray relational grade analysis , the agricultural support and protection in Shandong province is maily affected by the following factors: expenditures on farming,forestry and water undertakings, comprehensive exploitation of agriculture,infrastructures for agriculture,and price subsidies respectively, which should also be seriously considered when the future policies for agricultural support and protection are made.
