科技体制改革是科研单位改革的重要部分。科研单位只有进行深入的科研体制改革 ,才能不断提升科研单位创新能力。阐述科研体制改革的必然性 ,同时结合工作实践 ,分析如何建立新型的激励分配机制、构造良好的社会环境以促进科研体制的改革等问题。

The reform of science and techonology system is an important part in the reforms taking place in institutes. Only by deep reform of the system can institutes promote their creativity. The inevitability of the system reform has been discussed first. Meanwhile, based on practical experience, such issues have been analysed as how to set up new types of incentive distribution mechanism and how to construct fine social environment to promote system reform in science and research institutes.
