为实现我国的渔业现代化，必须有效地加强渔业经济管理，深化渔业体制改革，稳步发展；为2000年的水产品产量再翻一番，打下坚实的基础。
This article sets forth:in order to carry out fisheries modernization in our country,we must effectively strengthen the management in fisheries economy,deepen the reformation in fisheries system and develop our fisheries step by step so that we can lay firm foundation for redoubling the output of aquatic products by the year 2000.
