摘要
论述了职业化卫生管理队伍的概念,分析了我国卫生管理队伍的现状和存在的主要问题,提出了卫生管理队伍职业化建设的策略建议。指出应严格卫生管理人员准入制度,建立卫生管理人员专职化制度,增设卫生管理专业人员技术职称系列,规范卫生管理队伍人员补充渠道,制订卫生管理教育发展战略,建立健全卫生管理专业教育培训体系,改革卫生管理人员分配制度,建设卫生管理教育师资队伍,构建卫生管理队伍职业化建设财力保障机制,发展职业化卫生管理人才市场。
This article discusses the concept of specialized medical management, the present situation and main problems existedin China and puts up some tactical suggestions to solve the problems. This article also raises the following questions to bediscussed: a. Admission procedures for medical management staff should be strict. b. Set up rules for specialized medicalmanagement personnel. c. The series of technical titles should be added. d. Regulate the admission channels for medicalmanagement personnel. e. Set up strategies for the education and development of medical management personnel. f. Set up andperfect the education and training system for medical management personnel. g. Reform the distribution system for medicalmanagement personnel. h. Build the teaching contingent for medical management personnel. i. Set up the finical guaranteemechanism for building medical management personnel and j. Promote the talents market for medical management staff.
