The dissertation in resolution to how to strengthen the Party's Executive Capability Made by Central Committee of the Communist Party of China is the inheritance and creation of the thoughts of ' strategy opportunity period' that enhances the importance and the urgency to improve the Party's Executive Capability .The resolution still puts forward many new judgments, new thoughts on enhancing the party's executive capability which are all the inheritance and creation of the theory of party organization of 16th representative assembly.
