本文提出了用神经网络确定动态系统最优决策的方法，介绍了实现这种人工神经网络的电路，并给出了仿真计算实例。本文提出的方法容易掌握，所设计的神经网络运算速度快、稳定性能好，可用于确定动态系统的最优决策。

This paper presents the method of applying neural network to optimal decision of dynamic systems,the circuit of the NN and the sample. The method can be understood easily.THe NN designed by the method is of fast operation and high stability.It is feasible to use it to solve optimal decision of dynamic systems.
