It is fundamental to make a study on the development of vocational education theories so that that will inspire the international vocational education, since there have been few studies about its history and theories. The development of vocational theories in the west can be categorized as three stages, namely, the foundation of contemporary experimental science, from experimental education to practicality, and the modern integration of industries and systematization of vocational education. There has been correlation between each stage and the scale of production technology and the content of technological component, which motivates the technological production.
