An Analysis of the Big Gap in the Income of the Urban and Rural Population

城乡居民收入差距过大已成为全社会关注的焦点,仅从人均收入总量考察城乡居民收入差距是不够的,还必须从储蓄水平、消费水平作更深层次的考察。过大的城乡差距的形成,有历史的原因,也有农业内部结构不合理、农业发展不足、农民素质不高的原因,更有政策体制原因。必须从城乡统筹发展、规范收入分配制度、建立统一的社会保障制度、调整财政支出结构、增强农业农村发展后劲等方面采取措施,以缓解和缩小城乡差距,实现社会的公平。

The big gap in the income of the urban and rural population, as the principal social focus, should be studied in terms of the total amount of per capita income as well as the individual savings and consumption level. The big gap in the income of the urban and rural population results from historical factors, the invalid agricultural internal-structure, agricultural inadequate development, the farmers’ poor quality and the imperfect agricultural system. To alleviate and narrow the big gap in the income of the urban and rural poplation,and realize social fairness and justice, measures should be taken to make overall plans for urban and rural development, standardize income distribution system, establish unified social security system, readjust financial expenditure, and revitalize agriculture itself.
