摘要
青海要建立公共财政体制,必须要着重致力于政府职能改革,加大对教育、卫生、社会保障等公共事业的投入,对各级政府债务进行有效监控,并建立健全省各级财政的公共风险应急机制。
Through analyzing the current situation of Qinghai finance,we have to commit ourselves to reform the governmental function in course of establishment of public finance,increase the investment in education,sanitation,social security ,supervise the governmental debt of all levels,build up and strengthen the emergency system against public risk of provincial finance at all levels.
