摘要
加入世界贸易组织(WTO)以来,由于国际小麦市场的影响,中国小麦生产的成本与价格劣势、产业化市场定位等具体问题开始显现。要保持中国小麦产业的持续健康发展,提高小麦的国际竞争力,我们认为要采取以下对策:1积极推动小麦企业的横向与纵向整合,做大产业经营规模,扩大小麦战略储备,增强市场调控能力;2发展小麦产品加工,促进小麦产业升级;3加强市场研究,构建小麦市场体系,发挥市场功能;4加强小麦产业化的科学与工程研究,加快科技进步,提高小麦产业效率;5推行市场准入制度,组建小麦产业行业协会,积极推动中国小麦产品出口。
Since participation of the world trade organization, the problems in wheat production in China have emerged, such as the disadvantages in cost and benefits of wheat production and the market direction of Chinese wheat indurstry. Due to the challenge from international wheat market to keep the stable and healthy development of wheat indurstry in China, and to improve the compeletive capabality of Chinese wheat industry in international market, the following strategies should be adopted: ① Positively promoting the cooperation and reconstruction of wheat indurstry. ② Developing the wheat processing in durstry and upgrading the wheat indurstry. ③ Enhancing the investigation of wheat market, and reorganizing the wheat market. ④ Enhancing the researches on wheat indurstrilization and improving the efficiency of wheat indurstry. ⑤ Organizing the wheat indurstry community and promoting the export of Chinese wheat products.
