某化工开发区职业伤害间接成本分析

Analysis on Indirect Cost of Occupational Injury in a New Chemical Industrial Zone

目的 更深层次地评估职业伤害成本。方法 将全球疾病负担评价指标 (DALY)和人力资本法有机结合 ,对某化工区 1993～ 2 0 0 2年间发生的 6 84例职业伤害罹难者的间接成本 (IDC)进行回顾性调查分析。结果 该化工区 1993～ 2 0 0 2年的职业伤害IDC约为 10 76万元 ,2 0 0 2年职业伤害IDC占该化工区同年GDP的 0 74 % ;死亡罹难者比重伤、轻伤罹难者的人均IDC大 ;职业伤害IDC行业顺位居前 3位的是化工原料、染料涂料以及化学试剂助剂 ;小型企业、国有 /集体企业罹难者的人均IDC大于其他类型企业罹难者的人均IDC ;小型企业、独资和私营企业IDC大于其他类型企业 ;人均IDC致害方式顺位居前 3位是中毒、爆炸和坠落 ,IDC致害方式顺位居前 3位是碰撞、坠落和中毒 ;低年龄组人均IDC大于高年龄组 ,2 0～岁年龄组IDC最大 (6 37 2 4万元 ) ;人均IDC男性 (1 70万元 )大于女性 (1 2 1万元 ) ;临时工和农民工人均IDC小于正式工和合同工 ;自 1998年起 ,IDC时间曲线有下降趋势。结论 该化工区职业伤害IDC较大 。

Objective To assess the cost of occupational injury in-depth.Methods The retrospective descriptive analysis was applied to review the indirect cost of 684 victims occurred in the zone in 1993～2002.Results The indirect cost of occupational injury in the zone was 10.76 million yuan,and the indirect cost in year 2002 occupied 0.74% of GDP.Death contributed the most of total and average indirect cost.Top 3 industries were chemical raw material,dye and paint,and chemical reagent and auxiliary.Occupational injury in small enterprises,state-owned enterprises contributed the highest average indirect cost.Occupational injury in small enterprises,foreign-owned and private-owned enterprises contributed the most indirect cost.Top 3 injuries were collision,scald and fall.Top 3 causes were poisoning,blast,and fall.Indirect cost in low age groups was greater than that of old ones.Indirect cost of age older than 20 was highest(6.37 million yuan.)Average indirect cost in male group was greater than that of females.Average indirect cost in peasant workers and casual workers was lower than contract workers.Beginning from 1998,indirect cost tended to decrease.Conclusions Indirect cost of occupational injuries in the new chemical industrial zone was high.Method for studying indirect cost of occupational injury needs to be further probe into.
