本文通过揭示城市灾害的风险谱,探讨了合乎我国国情的城市灾害学原理及综合减灾战略规划,进而提出了应尽快立项编制中国城市综合减灾科技蓝皮书的建议。

The disaster reduction reduction (DRR) is of great significance. An overall and thorough systematic study-of China's DR practice is required in its further development, on account that DRR is an immense systems engineering and on omnibearing activity of the entire society.
