Views on the Management of Junk Business

加强旧货业治安管理,对于有效实施阵地控制,及时发现和打击违法犯罪活动,堵塞销赃渠道,保障经营单位和公民合法权益,确保旧货行业更好地为社会主义市场经济建设服务,具有十分重要的意义。其治理措施:一是开展旧货业经营治安信誉创建工程,建立经营和管理治安诚信守信制度;二是积极引导旧货业走市场建设与培育之路;三是对旧货业准入实行备案制;四是认真落实“谁主管,谁负责”的原则;五是建立打击、防范、管理的部门联动机制。

Making more efforts in managing junk business will serve the construction of socialist market economy. Moreover, the management will help find illegal activities, cut off the way of covering up pecuniary, decrease crime cases and disasters, and secure social order and legal rights and interests of the shopkeepers and the citizens. Measures are as followed to manage the business: establishing honest and high reputation system on security order between operating and administrating; guiding the construction of the business actively; recording the permits of the business; carrying through the principle of responsibility; setting up the system of connecting fighting, prevention with administration.
