悬赏是指以广告的方式,公开表示对于完成一定行为的人给予报酬的意思表示。作为一种发动社会力量,协助侦查机关查破案件、缉获犯罪嫌疑人的有效形式,已被广泛地运用到侦查实践中。但目前仍存在立法上、操作上许多缺陷与不足,需要改进和完善。然而,悬常只能是治标的一种辅助手段,解决问题的根本途径还是要在提高现有公安侦查机关的整体攻坚能力和侦破水平上下狠功夫。
