摘要
本文阐述策划和系统策划的本义、历史渊源、系统策划与系统工程的关系；提出系统策划的内容及其多维结构和旋进结构。最后，指出系统策划的发展前景。
In this paper, the original meanings of the Strategy-Tactics-Planniug(ST- Planning in short ) and Systems ST- Planning, its historical origins,aa well as the relation between Systems ST- Planning and Systems Engineering are interpreted. The contents of Systems ST- Planning and its Multidimension Structure and Spiral Propulsion Structure (SPIPRO Structure in short)are proposed. Finally, the pespective for development of ST-Planning is given.
