Abstract In this paper the confusion in existing entropy theory is brought to light first. Then,a concept system and entropy-information theory are established to decribe the degree of organi-zation and its evolution of artificial and social systems. Finally, making use of the theory,the information nature of social activities and the effectiveness of SE's methodology are analyzed.
