中国循环经济发展的若干理论与实践探索

On theories and practical probes of China's recycling economic development

循环经济是针对经济增长对资源和环境压力而提出的一种新的经济发展模式,也是指一种新的技术经济模式。发展循环经济涉及经济增长、就业与环境之间的深层次矛盾问题。涉及对污染治理的经济学问题、经济发展阶段与循环经济、循环经济与效率、循环经济与生态经济、循环经济与社会公平、循环经济伦理与环境伦理等问题的研究。中国发展循环经济面临的主要问题是企业规模小,缺乏规模支撑和尚未形成适合区域性循环经济网络发展需要的经济机制和政策体系等问题。应该加快进行适合循环经济发展的制度创新,选择优先发展循环经济的领域,治理污染,保护环境。

Recycling economy is a proposed new economic development mode aiming a t the pressure of economic growth on resources and environments, i.e., a new tec hnical economic mode. Development of recycling economy involves deep conflicting issues of economic growth, jobs and environments. It also involves the economic issue of pollution handling; issue of stages of economic development and recycl ing economy; recycling and efficiency; recycling economy and ecological economy; recycling economy and social fairness; recycling economic ethics and environmen tal ethics. The main issue confronting development of China's recycling economy is the issue of small scale of enterprises, lack of scale support, and emerging economic system and policy system that suit the local recycling economic network needs. System innovation should be quickly promoted that suit recycling economi c development, prior fields of recycling economy should be chosen, pollution be handled, and environments be protected.
