The nature and the features of modern bureaucracy and its way of social construction of reality constitute the two basic aspects on exploration of administrative ethic. As an informal institution, the administrative ethic is a kind of ethic rules in use, immanent in the logy and the imperatives of bureaucracy. Formed by the social construction of bureaucratic reality, it reflects the nature and features of bureaucracy and belongs to the ethic of responsibility.
