试论华洋义赈会的工赈赈灾

华洋义赈会, 是中国华洋义赈救灾总会的简称, 是20世纪二三十年代中外合办的慈善救灾团体。它以“防灾胜于救灾”为基本理念, 认为工赈是最为科学合理的赈灾方式。在灾时与平时以工代赈赈灾恤贫。其工赈规模大, 成效好, 产生了广泛的影响。

China International Famine Relief Commission was a famine relief charity founded jointly by China and foreign countries in twenties and thirties in the 20th century. It was based on ideas of preventing famine rather than relieving famine that working relief was the most scientific and reasonable in all kinds of famine relief. It relieved the victims of a natural calamity by means of project instead of relief during famine days or other common days. The project relief had a large scale, had acquired good effect, and had made lots of influence.
