The theory to determine returns to scale (RTS) of decision making units (DMU) with EC2R model is explained. The definition of DMU is firstly given, then the scope of application of RTS is extended, decision of returns to scale of DMU is put forward, and an example is given at the end. Comparing with the old methods, the new one is more operative and simple, which can determine the returns to scale of DMU as the relative efficiency is got.
