当前陕西生态环境、自然资源和经济发展的成就及问题

ACHIEVEMENTS AND PROBLEMS OF SHAANXI′S ECOLOGICAL ENIVIRONMENT,NATURE RESOURCES AND ECONOMIC DEVELOPMENT

当前陕西在促进经济发展与人口资源环境相协调方面取得了明显成效:经济发展水平显著提高;社会事业取得长足进步,生态环境建设取得重大成就,可持续发展能力明显提高等。其面临的矛盾和主要问题是:经济发展任重而道远,人口基数较大,资源环境保护力度不够,水资源严重短缺,生态系统支撑能力薄弱等。其原因为:片面的理解经济发展观,片面的理解“先污染、后治理”,体制不健全,片面的政绩观影响,地方保护主义等。

Currently, Shaanxi province obtained the obvious result in the aspects of promoting the economy development to moderate with population resources environment mutually. The economy is developing remarkably; the social business is substantial to progress; developments in environment acquire important achievement; the ability of keep-on developing increases obviously. But the key problems which faces with are: the economy development term is heavy and the way is far; the population cardinal number is bigger; the protection of resources environment is not enough; the resources of water is serious to run short; the supporting ability of ecosystem is weak etc. The reasons are : unilateral comprehension of economy development view; unilateral comprehension of 'pollute first and manage behind'; the system is not sound; unilateral political achievement view influence; the place protects doctrine etc.
