摘要
西安小城镇人力资源总体素质偏低是制约西安小城镇瓶颈发展的原因之一,要变人口包袱为人力资本,应从以下方面着手:适时地转变思想观念;建立小城镇人力资源开发政策法规;统筹小城镇和农村的人力资源开发,发展各种教育及培训;多渠道吸引小城镇之外的人力资源和优秀人才。
One of the neck-bottles to hinder the development of townships in Xi'an is its poor quality in human resources. To change people's concepts is the key to changing its population burden into human capital. Relevant policies and regulations should be worked out; various training programs should be offered; more excellent intellectuals should be introduced from other regions.
