论地方市场封锁与政府治理创新

On Local Market Blockage and Innovation of Government

在我国经济体制转型时期,地方政府的市场封锁与地方保护成为当前面临的重大区域经济问题之一,极大地阻碍了中国经济体制改革的进一步深化和中国现代化的进程,严重不适应经济全球化和WTO的相关规则。本文指出了地方市场封锁的内容、表现形式与危害,分析了其形成原因,并从政府治理的角度提出了根除封锁的有关政策建议。

The market blockage and local protection of local government have become a main regional problem in the period of economical transformation in China. It is not fit for globalization and WTO,and hinders reformation and modernization course of China. This paper analyses its reasons,and puts forward some policies for uproot it from the view of government governance.
