公正视野下的“严打”政策分析

"严打"是我国重要的刑事政策,是特殊时期社会综合治理的特殊手段,在社会治安恶化的情况下,"严打"收到了一定的功效。公正作为刑事政策的价值和目的,规范了"严打"的具体实施。笔者试图从实体公正与程序公正的二维角度对"严打"进行价值和实证的分析。
