农业是国民经济的基础，我国农业正进行农业产业化改革，而目前我国农业是弱势产业，因而对农业的保险具有十分重要的意义；但是目前我国的农业保险体制落后，不能适应农业产业化的发展。本文从国家财政支持、保监会运营和监督、农业保险机构发挥职能、农户积极转变观念等几方面着手，改革现有的农业保险体制，建立国家财政支持型的农业保险体系。
