建设工程质量形成的内在规律性决定了政府实行质量阶段监督管理的科学性 ,政府质量监督管理按照实体质量是否形成可分为施工前、施工中和竣工后 3个阶段的监督管理。施工前应以设计质量审查、招投标质量监督和合同管理监督为主要内容 ;施工中围绕建设主体质量行为 ,重点对地基基础、主体结构和环境质量实施事前、事中、事后循环闭环监督 ;竣工后监督包括对竣工验收、竣工备案及装修、维修使用的监督。

Inherit pattern of construction quality formed decides the science of government implementing stage quality supervision and management.It can part three stages regulation,that is pre-construction,under construction and after completed project,by whether forming concrete quality.In the pre-construction stage,the main contents are design checking,biding,and contract supervision and management.During construction,it is important for government to supervisor foundational quality,body's structure quality and environmental quality from pre-supervision,process supervision,and supervision after the event by monitoring quality actions of every construction body.After completed projects,its supervision includes checking and accepting completed projects,putting completed projects on records,fitment,maintenance and use.
