公益林采购应当尽快纳入政府采购序列。但公益林的采购有别于一般货物、工程、服务的采购。它具有建设周期长、地域性及价值难以计量等特征。要求设计适宜的采购模式:招标性采购以公益林工程招标、公益林收购招标为主;非招标性采购以公益林的征购、租赁和公益林工程承包为主。在林业六大工程中逐步实行公益林工程招标。用公益林征购、租赁代替现行的森林生态效益补偿制度。有利于加强林业财政资金管理。提高林业财政资金使用效率。是全面加快林业发展的必然要求。
