以民事责任为中介的传统民事诉讼制度已不能满足我国目前社会与经济发展的需要，应尽快建立我国的公益诉讼制度，从而真正发挥“私人检察官”的作用。

The traditional system of civil lawsuit by the medium of civil liability no longer meets the need of the social and eco-nomic development in China,hence we should establish the lawsuit system for public welfare,which plays the part of'private procurator'.
