试论改进党的领导方式和执政方式

On Improving Party's Leadership and Its Governing Strategy

根据江泽民总书记“要按照总揽全局、协调各方的原则 ,进一步加强和完善党的领导体制 ,改进党的领导方式和执政方式”的重要指示 ,该文阐述了我们党现行领导方式和执政方式的成因及历史变革 ;论述了在新形势下改进党的领导方式和执政方式的重要性和紧迫性 ;提出了进一步改进党的领导方式和执政方式的基本思路 :应巩固党的领导核心地位 ,坚持和完善各级党委“总揽全局、协调各方”的政治格局 ;要理顺党政之间的关系 ,创建党政关系法律化、制度化的新格局 ;应坚持依法治国的基本方略 ,推进政治体制不断创新 ;要改革党内决策和选用人制度 ,实现党内生活的民主化、制度化 ;应健全党内外相联系的监督机制 。

Based on General Secretary Jiang Zemin's important directive-'in accordance with the principle of viewing the whole and coordinating every side,further strengthen and perfect the Party's leading system,improve the Party's leading and governing strategies', the present paper expounds the formation and historical changes of our Party's leading and governing ways and the importance and urgentness of improving them under the new situation; and also puts forward the basic idea of how to improve them.They are summarized as follows:consolidate the Party's core position, persist in and perfect the political frame of 'viewing the whole and coordinating every side'at various levels of the Party committee,further put the relationship between Party and government in order,create a new situation of both Party and government bound by law and system,stick to the basic policy of governing the country by law,advance the political system with continuous creativity,reform the inner Party's decision and personnel system,realize democracy and systematization of Party's life,build a monitoring mechanism between the Party and the non-party,set up a new type of power relationship.
