管理是文化、是科学、是艺术。管理是统帅全局的。只有决策而没有施政 ,便谈不到管理 ;同样 ,光强调用人而不注重垂范 ,也会丧失管理的本意。管理是决策和施政的统一、用人和垂范的统一。管理是一种感召人、鼓舞人、鞭策人奋进的文化。这种文化只有内化为群体的素质 ,才能达到管理的目的。
Administration is culture,science and art,which dominates the whole situation.It means nothing without anyone to carry out the strategic policy.Also,sheer emphasis on employing personnel and ignorance of the influence of good examples will inevitably make administration senseless.Administration is the integration of policy-making and governance as well as the one of employing personnel and setting examples.Administration is a kind of stimulating,inspiring and furthering culture.Only by transforming into the group quality can the culture reach its administrative aim. 〔
