本世纪以来 ,以电子信息、生物技术和新材料为支柱的一系列高新技术取得重大突破和飞速发展。目前正进行的科技革命把知识和能力摆在了第一位 ,在一定程度上改变了现有的社会关系 ,产生了许多新变化。对这些由于科技发展所引发的种种变化我们必须运用法律和道德的手段来调节 ,这就是“依法治国”和“以德治国”的科学技术基础。

A series of advanced technology such as electronics information,biology technology and new material has gained great breakthroughs and developed rapidly. At present the science and technology revolution,which put knowledge and ability in the first place, has changed the fixed social relations in some extent .We must adjust to the changes by the means of law and virtue . These are the science and technology foundation of the policies of 'running the country by virtue' and 'running the country according to law'.
