社会保障拉动需求增长的理论分析

Theoretical analysis of social security stimulating demands

社会发展的根本动力来自市场的有效需求。但是,近几年消费需求不足问题一直困扰着我国经济的发展。我国政府从1998年开始,采取了一系列积极的货币政策和财政政策进行宏观调控,但仍未达到预期效果。论文以基尼系数、恩格尔系数和消费倾向为理论基础,分析了社会保障与需求增长的内在联系,提出了通过建立和健全社会保障体系来拉动需求增长的对策。

The fundamental drive of social development comes from the effective demands of the market. Inadequate demands for consumption have puzzled our economic development in recent years. A series of positive monetary polices and fiscal policies have been carried out by the governments to make macro\|adjustment since 1998, but failed to achieve the anticipated goal. This paper analyzes the relationship between social security and the demands increase on the basis of Gini coefficient, Engel's coefficient and propensity to consume, and also gives countermeasures of stimulating social demands by setting up and perfecting social security system.
