The development of Chinas west carried out under the conditions of socialist market economy should be inseparable from the economic functions performed by the local governments, but the present situations are dissatisfying. Therefore, the economic functions of local governments must be clarified, which involves coordinating and programing the development of local economy, drawing out the suitable development strategy, promoting the development and the perfection of the markets in western areas, creating a better investment environment as well as correcting the defects in the market operation.
