在新一轮经济增长中,重化工业增长速度较快,重工业比重显著上升;东南沿海发达地区土地和劳动力成本上升,正在促进产业升级或外移。这些变化给西部地区发展带来了重要机遇,包括新的产业转移机遇,发挥矿产资源和重化工业优势的机遇,发挥教育、科技资源优势的机遇,以及发挥环境资源优势的机遇等。与此同时,西部地区应当重视招商引资方式的改进,试行产业对口招商,创新东西部之间的政府对口支援方式。

In the new-round economic growth, the heavy chemical industry developed fairly rapidly, with the proportion of heavy industry rising remarkably. The rising cost of land and labor forces is promoting upgrading or outward-transferring of industries. These chenges have brought about the great opportunities towards the development of the western regions in China, including the opportunities of transferring of new industries, of taking advantage of mineral resources and heavy chemical industry, of giving full play to the advantage of educational and scientific resources and giving full scope to environmental resources, etc. At the meantime, the improvement of the way of soliciting business and introducing investment should be paid attention to in the western regions of China. The counterpart soliciting business should be tried, and the mode of counterpart aid between the eastern and western governments shonld be initiated.
