文章以法约尔的一般管理理论和韦伯对权力的经典分析为工具,研究了我国农村的"第一村"现象,认为统一领导是"第一村"成功的原因,制度缺失是"第一村"失败的原因,农村的制度建设是"第一村"持续发展的保障。

The paper analyses the phenomenon of 'number one village' in China, pointing out that unified leadership is the successful experience of 'number one village', while institutional deficiency is the lesson out of their failure. Institutional construction, therefore, should be a key link to guarantee a sustainable development for 'number one village'.
