摘要
本文在总结我国土地管理现状的基础上 ,分析了国务院颁布的《关于深化改革严格土地管理的决定》提出的实施最严格的土地管理制度的背景及基于科学发展观的土地管理制度。认为正在全国积极开展的农用地分等定级与估价工作 ,将是建立、完善和实施最为严格的土地管理制度的科学基础。
On the basis of the present situation of land resource administration, the authors analyze the background of implementing the strictest system of land administration proposed by the 28th Document of State Council--Decision on deepening the reform and enforcing the management on land',puts forward the land resource administration systems based on the concept of scientific development. The quality classification, definition of the level and assessment on farmland, which is carrying through the whole country, will be a scientific base to set up, perfect and carry out the strictest system of land administration.
