公路超限超载运输的治理要及时、适时地转入长效治理阶段

The Administration of Oversize and Overload Road Transport Should Shift to the Long-term Effective Administration Stage in Time

基于对治理公路超限、超载运输取得的成效和存在问题的评价、公路超限超载运输形成原因的深入分析和治超工作战略阶段的划分,本文提出治超工作要及时、适时转入到长效治理阶段的观点和建议。为及时、适时转入长效治理阶段并提高长效治理的有效性,文章提出4项具体的治理措施,即营运车辆配备电子营运证、追究发货人的超限超载运输连带责任、加速进行动态轴重检测装置的应用和推广、营运车辆采用推荐车型。

This paper raises the viewpoint and the suggestion that the administration of overload and oversize road transport should shift to the long-term effective administration stage in time based on the results achieved and problems at the present stage,in-depth analysis of the causalities and the strategy stage division for the overload and oversize road transport administration.The paper also presents 4 concrete measures in order to shift to the long-term effective administration stage in time and increase the effectiveness of the administration which are equipment of the electronic operation identification for the trucks,investigation the joint liability of the shipper,speeding up the application and of the dynamic axle-load weighing system and the application of recommended vehicle types for the for-hire trucks
