China is developing itself into one of the modern countries. What China should do now, if it hopes that its ambition can be realized without disturbance, is to create a peaceful exterior environment for its sustainable development and to stimulate the world peace with the stable development at home. That is to say, the strategy to develop China peacefully is embodied with the consideration of modernity. The realization of this great strategy can be identified by means of a careful study of the Chinese policies for domestic and foreign affairs and the observation of the emergence of the modern ideas in China.
