在我国社会转型的关键时期,建立农村社会保障制度是建立完善社会主义市场经济体制的重要内容。针对我国现行的社会保障体系还不完善,城乡二元化发展的趋势,尤其是针对我国农村社会保障制度的发展严重滞后的现状,需要按照国家主导、整体推进、分层解决的原则,分析建立农村社会保障制度的对策,逐步建立并不断完善农村社会保障制度。

It is of great importance to perfect the socialist market economy system by setting up the rural social security system in the crucially important period of transformation in our country. In line with this situation that the current social security system is imperfect, that the rural-urban binary development is undergoing, and particularly, that the development of the rural social security system has seriously lagged behind, there is a great need of the national guidance, all-round development and staged solutions to the problems so as to establish and perfect step by step the social security system in the countryside.
