Circular economy is the only outlet for any country in the world to achieve sustainable development of economy, society and environment,so developing circular economy is an inevitable choice for Shanghai to develop the economy.The article designs the developmental pattern of circular economy in Shanghai according to other countries' patterns of developing circular economy based on roundly analyzing the prerequisite and advantage of developing circular economy in Shanghai, and systematically puts forward the general thought, developmental emphases and achieving ways of the development of circular economy in Shanghai.
