摘要
地勘单位现存的主要问题是 :管理体制存在缺陷 ,经营规模小 ,人才匮乏 ,历史包袱重 ,市场适应能力低。针对这些问题提出 :从产权制度、人事制度、分配制度进行改革 ,多方位筹资 ,树立科学的人才观 ,利用社会保障 ,适应市场发挥自身优势等五个方面的对策 ,使地勘单位摆脱所面临的困境。
In geological and prospecting units exist next main problems: management system is not perfect; business is small-scale; the talent is scarce; it has heavy burden and has many difficulties to fit market. To get rid of these difficult conditions, the author put forward next five countermeasures: reform property relations, personnel system and distribution system of geological and prospecting units; raise fund through various channels; establish scientific talent ideas; fully use social security and develop the advantage of self to fit market.
