摘要 从 2001年~2004年,国际经合组织(OECD)长期致力于关注低标准船对世界航运的影响,其连续4年客观而犀利的分析报告,终于使航运业开始全面重视对低标准船的控制。    2004年11月,交通部副部长徐祖远在全国水上交通安全工作会议上谈到,我国要确保水上交通安全,首先就必须消除低标准船舶,控制低标准航运。中国政府的明确表态,打响了航运业面向低标准船的全面战役。此时此刻,中国船级社(CCS)也提前为这场战役做好了充分准备,2005年1月1日,针对低标准船而推行的国内船舶分级管理工作正式展开,这项重要举措在未来的深远意义也许会令我们惊叹——中国航运的新秩序就由此诞生。 From 2001 to 2004, the Organization for Economic Co-operation and Development (OECD) has been focusing their attention to the effect of substandard ships on the world shipping. Its objective and biting analysis reports for the four consecutive years have aroused the shipping industry's concern about the control of substandard ships. In November 2004, Xu Zuyuan, Vice Minister of Communications pointed out, on the national work meeting on waterborne transport safety, that China should eliminate substandard ships and control the substandard shipping in order to secure waterborne transport safety. The resolute stance of the Chinese government started the campaign of the shipping industry on substandard ships. China Classification Society (CCS) is also well prepared for this campaign. On January 1st 2005, the classification of domesticships formally started aimingat substandard ships and this important measure will surprise us by its future significant that will help rebuild the new order of the Chinese shipping industry.
