在陆上反恐形势依然不容 乐观的今天,通常被认为最易受到恐怖袭击的海事界却风平浪静。无疑,ISPS规则的实施为海上安全筑起了一道防火墙。然而,在这平静的背后,成本隐忧开始显现。最近,澳大利亚的一份调查报告显示,为了满足ISPS规则要求,2004 年7 月1日前,全球船东及港口经营者一次性增加支出约26 亿美元,同时,为了执行ISPS规则,船东每年还要额外支付7.3亿美元,港口经营者支出7.7亿美元。这已经是一笔不小的开支但毕竟是公开的、透明的、有限的,更令船东们头痛的是那些说不清、道不明的隐性成本。
Though anti-terrorism on land is not optimistic, the
maritime world that is thought to be the most liable to
suffer terror raid seems very calm. Of course, the imple-
mentation of ISPS code has built up a fire wall for the
maritime security. However, behind the calm situation,
there appear the secret worries of cost increase.
Recently, a survey report from Australia revealed that, in
order to meet the requirement of ISPS Code before the
deadline of 1 July 2004, ship owners and port opera-
tors around the world increased a one-off cost of 2.6 bil-
lion US dollars. In addition, the execution of the ISPS
Code will cost the ship owners another 0.73 billion
US dollars and port operators another 0.77 billion US
dollars per year. This is a very large expenditure, but it is
open and transparent after all, for ship owners also have
to face many other intangible costs.
