Training and improving university R &D managerial staff's quality is a new problem put forward in the development of scientific research. And possessing university R &D managerial ranks with higher quality is an important condition for a university to organize and guide effectively the R &D work of the university. Therefore, the university R &D managerial staff must strengthen their self-cultivation, study hard, and ask for advice modestly for the purpose of increasing the level of R&D management and creating conditions for upgrading the level of R&D of university.
