Discussion on the Relation between the System Innovation and the Mechanism Innovation

制度和机制是一个有机的整体,但二者之间又具有明显的差异,功能强大的机制只能建立在完善的制度体系上,保持机制功能和作用需要不断完善制度体系,保持制度的稳定性,并对机制的各个要素不断地进行微调。

The system and the mechanism are an organic entirety, however between the two there are some obvious differences. The mechanism with powerful functions only can be established on the perfect systems. Maintaining the functions and effects of the mechanism needs making continuous improvement of the systems, keeping the stability of the system, and making continuous fine adjustment for all factors of the system.
