石油企业博士后管理流程与评价体系设计——以中国石油集团长庆石油勘探局为例

摘要 根据博士后的工作特点,从建立石油企业博士后科研工作站有效的管理流程入手,构建了矩阵制的工作站组织结构和博士后管理过程分析及流程设计,将博士后管理流程由原来的进站、在站和出站三阶段评价,细分为进站、开题、中期和出站四阶段评价,按照客观性、可比性、易操作性和有利于创新的原则,构建了四个关键目标的评价指标,并综合运用层次分析法与模糊综合评价法进行评价,最后提出了应用过程中出现的难点及解决办法。 This article starts from establishing effective management processes for the petroleum enterprise's post-doctoral R&D workstation, in accordance with work characteristics of the post-doctoral researchers, and sets up a matrix organization and post-doctoral workstation management process analysis and flow design. The original management process includes three evaluation periods: entering workstation,on workstation and leaving workstation. In this design, it has four periods: entering workstation, project initiation, mid-term performance and leaving workstation. On the principle of objective, comparable, easy to operate and innovative support, evaluation indexes are provided for four key goals, and evaluated by applying the analysis hierarchy process, and comprehensive evaluation.
