Supervision Mechanism of Library Funds in China Mainland and the Legislation

分析我国经费管理现状及研究情况;指出图书馆经费监督机制的建立和研究,可以借鉴美国部分州有关图书馆经费监管的立法经验和实践;提出建立我国图书馆经费监督机制及立法的具体设想,包括明确3种监督关系及处理方式,在图书馆法中确立图书馆经费监督体制,构建图书馆经费监督体系以及以相关法律作为支撑。

First, this article makes a thorough analysis on the present situation of library funds management in China mainland, then it points out that in the field of library, researches of library funds supervision mechanism have been paid less attention so far in China. But in the United States of America, several states have made legislative rules in supervising library funds. So it is necessary for China to take concrete measures to set up library funds supervision mechanism and corresponding legislation.
