农业科研机构的发展是以农业科学技术的创新、市场化程度的提高、高新技术的发展、产业技术水平的提升为支撑的 ,必须体现较高的科学技术水平和较好的人文环境 ,关键在于人才的竞争 ,人是第一资源。本文从人力资源面临新问题出发 ,对农业科研机构管理提出了在核心理念、重心、中心任务、手段方式以及人力资源管理等方面的新力点。

The development of agricultural research institution should be supported by the innovation of agricultural science and technology, the improvement of market orientation, the development of high and new technology and the promotion of industrial technology, and should give expression to the higher level of science and technology and better humanistic environment. The key is to compete in talents and persons are the first resource. Several new points are put forward in terms of the core idea, the emphasis and central task as well as methods and management of human resource according to new problems that face the human resource.
